2. DISCUSSION WITH DON LOCKE
* Overall BOF expenditure is now £1.2m with £0.75m coming in grants from Lottery Funding.
* BOF office has introduced a number of full time professional posts, with UK Sports Council aid. The post of Marketing Manager is to be advertised and to be 50% funded by the Sports Council.
* Forestry Commission agreement is under review for the coming 3 year cycle. Discussions also underway with the Ministry of Defence for access to military land.
* BOF Strategic plan will be discussed at March 2000 meeting - report to the May Council meeting.
* Lengthy discussion on proposed changes in BOF levy which is to change from a % to a per capita charge, (with no allowances for land access, loos, bussing ed.). Initial proposal is £1 senior, £0.50 junior with the first £25 returned to the club, to come into effect from April 2000, to be discussed further at November BOF meeting. General feeling was that this would increase entry fees to around £4 for Colour Coded events which was counter-productive when clubs were actively seeking new members. Brian Daniel (HAVOC) said that £1.20 for the senior levy, nil for juniors and £40 back to the clubs would be a better arrangement. Dick Towler(NOR) suggested 50p/25p for Colour-coded, £1/50p for Badge and £2/£1 for National events.
* A 4-nation structure for BOF was discussed by Association reps on 23 Oct.. For England the proposal is for a Federation of English clubs and a 2-tier BOF structure - excluding Associations. Further discussion at January BOF Council meeting for consideration at the BOF AGM.
3. COUNCIL & BOF COMMITTEE REPORTS
Report on Council Meeting 25 September - Tim Eden
Many points reported elsewhere. BOF Strategic Plan 2000 - 2003 approved.
At least one Officer and one Councillor post will be vacant at the 2000 AGM.
Changes to the law governing injury and accident claims mean that clubs, event organisers etc will need to notify BOF office immediately of any claims, and report any incident which could give rise to a subsequent claim. Insurers now have to respond to any claim within 3 weeks of its being lodged.
Technical Committee Report Meeting 20 November - Andrew Cordle to report to next meeting.
New ranking scheme - Badge results must be on BOF web site within 2 weeks of the event.
Meeting agreed to proceed with a lottery application for £7000 for e-punching (proposed John Ward, seconded Richard Towler).. Andrew Cordle to produce the documentation to support the application. If successful it would be useful to have the equipment in place for the JIRC events in July.

Finance Report - Chris Morley
Current finance accounts mainly unchanged as last reported - deposit £6189, current £600.
Junior Squad - Colin West
Helen Gardner (WAOC) had run for England in the Junior Home International in Northern Ireland and acquitted herself very well. Squad training has been held at a number of venues.
Meeting agreed to assist Heather Sears(NOR) and Dick Towler(NOR) with a third of the cost (£16.67) to attend the BOF National Coaching Conference at Lilleshall 3-5 December.
4. EAST ANGLIAN EVENTS
EAGAL Events for 2000 have now been identified on the Fixture planner.
SOS, NOR, SMOC to hold short races next year. Andrew Cordle will establish rules and common event format.
Junior Inter Regional Championships 2000, Co-ordinator Lynn West (SOS)
* Individual Event by NOR at Beeston Regis: Organiser Alan Bedder, Planner Dick Towler, Controller John Ward (WASH), Mapper Peter Leverington(NOR).
* Relays by WAOC at Brandon: Organiser Steve Hinshelwood, Planner Neil Humphries, Controller John Collyer (SOS), Mapper ??
* Lyn West tabled a budget of £7000, based on this year's event, which should balance.
* Accommodation is still a problem, Peter Leverington to contact the British Army about using a training camp at Stanford Heath (close to Brandon) for the Saturday night.
EA Schools Championships in conjunction with the AGM event at High Lodge on11 June.

British Championships 2003 Peter Leverington has talked to a representative of the British Army about the possibility of using a new area on the army training areas at Stanford Heath.
5. COURSES
13 attendees at BOF sponsored First Aid Course at Hill Top, Sheringham 7-9 January 2000.
£10 subsidy per head from EAOA.
EA and BOF Courses required for 2000. Details to be determined at next meeting.
6. CONTROLLERS
Steve Nobbs (NOR) must attend a controllers course and plan a badge event before he can be accepted by BOF Technical Committee as a Grade 2 Controller. Andrew Cordle to write.
Meeting noted that Rob Frost (NOR) had planned a badge event this year and had attended a course at Hilltop and it was agreed that he should go on the EA list as a Grade 3 Controller.
7. POINTS EAST
Is now on the EA web site.
Distribution of Points East in 2000. Clubs to send club numbers to the Editor who will provide them with Points East for distribution to their members. EAOA will meet all distribution costs for year 2000.
